Procurement Committee

A five member yearly Purchase Committee shall be constituted by the Executive Director as follows:


a) Central Purchase Committee (Requisition Value more than Tk. 10 lac):

i) Deputy Director — Administration / Head of Administration – Chairperson

ii) 3 members from different department/sector

iii) Purchase Manager/ Officer will act as the Secretary to the Purchase Committee.

The committee member should have experience in procurement and detailed knowledge of local market conditions and suppliers and should have following expertise:

– Detail knowledge of the needs of project.

– Detail knowledge of special requirement in contracts and agreements signed between project and suppliers.
Skills to competently assess the technical specifications of vehicles and spare parts, transport, mechanical and electrical supplies and equipment.

– Specialized expert should be co-opted in the committee for vehicles and spare parts, transport, mechanical, electronic, computer, medical and laboratory equipment.

If any member remains absent for a longer period, the Purchase Committee can co-opt any other staff member temporarily.


b) Central Sub Purchase Committee (Requisition Value less than Tk 10 lac):

i) Manager Purchase- Chairperson

ii) 1 members from different department/sector

iii) Purchase officer will act as the Secretary to the Purchase Committee.

If any member remains absent for a longer period, the Purchase Committee can co-opt any other staff member temporarily.


c) Project / Local office Purchase Committee (Requisition Value less than Tk 5 lac):

i) Zonal Manager – Chairperson

ii) 1 member from different department/sector

iii) Admin officer or any project relevant staff will act as the Secretary to the Purchase Committee.

If any member remains absent for a longer period, the Purchase Committee can co-opt any other staff member temporarily.
